  • Access vs. Quality: Availability (beds/doctors) does not guarantee quality. Outcome indicators (e.g., mortality rates) are needed to complement delivery metrics.
  • Utilization Rates: Measured via OPD (Outpatient Department) attendance or admission rates; high rates may indicate good access—or conversely, high levels of untreated community disease.
  • Equity: Essential to analyze these indicators stratified by geography (urban/rural) or socioeconomic status to identify gaps in care delivery.
